    A 16th century English mathematician, astronomer, navigator and
    alchemist, John Dee was a consultant to Queen Elizabeth I. In his
    encrypted communications to the Queen, he signed himself with a certain
    cipher. A majority of scholars and cryptologists have said it to
    symbolise his own two eyes as well as indicating that he was the secret
    eyes of the Queen. During the second World War, a British Naval
    Intelligence officer, chose this signature as an alias for a fictional
    character.

    Who is this character, and what symbol am I talking about?

    It's James Bond and the symbol is Double Oh Seven !! OO7(cipher).  :-?

    That is correct. Ian Fleming, a British Naval Intelligence officer, chose 007 as the Codename for James Bond.
